Uttar Pradesh RERA Introduces Digital Filing for Professional Certificates in QPRs, ETRealty


NEW DELHI: The Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) has outlined the process for digital submission of professional certificates along with quarterly progress reports as part of its transition to the UP RERA 2.0 portal.

Under the revised system, architect, engineer and chartered accountant certificates, REG-1, REG-2 and REG-3, will be filed as structured digital forms instead of separate scanned PDF documents.

The certificates will have to be submitted sequentially. The architect will file REG-1 first, followed by the engineer’s REG-2 and then the chartered accountant’s REG-3.

Core project details, including registration number, project name, promoter details, competent authority and project area, will be auto-filled across the forms.

Each certificate will have to be authenticated using the respective professional’s digital signature certificate. Once all three are filed, the system will automatically push them to the existing UP RERA portal and complete the QPR filing.

UP-RERA said figures in the digital certificates must remain consistent with the previous quarter’s filings. Architects must also certify progress based on physical site inspection.

The authority clarified that Table A will apply to individual towers or blocks and, where applicable, sectors in villa projects, while plotted developments will require only Table B. Table B will cover common and external development works such as roads, drainage, landscaping, boundary walls, STPs and clubhouses.

The authority said the digital process is aimed at improving consistency, verifiability and monitoring of project progress and fund utilisation while reducing discrepancies in QPR filings.
