RERA simplifies project registration process to boost ease of doing business in state, ETRealty


PATNA: The Real Estate Regulatory Authority (RERA), Bihar, has simplified the registration process for real estate projects to promote ease of doing business while retaining scrutiny of documents before granting approvals.

Under the revised system, applicant promoters will be guided through each stage of filing via a new filter-based mechanism. The portal now displays a checklist of required documents at the outset and includes built-in validation checks to flag discrepancies in submissions, helping reduce errors and rejections.

RERA has also streamlined documentation requirements. Promoters now need to submit only Jamabandi, current revenue receipt and non-encumbrance certificate for land-related details, while mutation documents and land possession certificates are no longer mandatory.

Companies that are less than three years old will not be required to furnish audited financial statements. Instead, they can submit income tax returns of their directors for the preceding three financial years.

The authority has further eased compliance by removing the requirement to submit draft project brochures. Details of immovable properties owned by companies and their directors have been simplified, enabling applicants to make disclosures through a single affidavit instead of multiple affidavits.

To ensure uniformity in scrutiny, RERA has prepared a catalogue of pre-formatted queries that officials can use while examining applications. Promoters will also no longer need to provide details of cases from the previous five years, as the authority will verify such information through its digital records.

“The authority has always been sensitive towards the all-important issue of ease of doing business. The new system has been developed on the basis of feedback received from stakeholders and an analysis of applications rejected due to the absence of requisite documents,” RERA Bihar chairperson Vivek Kumar Singh said.

The reforms are aimed at making the registration process faster, more transparent and user-friendly while ensuring regulatory compliance.
