Uttar Pradesh RERA Announces Digital Certification Mandate for Project Transparency by 2026, ETRealty

NEW DELHI: The Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) has directed promoters to submit quarterly certificates from architects, engineers and chartered accountants in digital format from the quarter ending September 30, 2026.

The certificates will have to be filed digitally under the digital signatures of the respective professionals engaged by the promoter.

UP-RERA said promoters will be able to upload the corresponding quarterly progress reports only after these certificates are submitted in digital format through the facility provided on its web portal.

At present, promoters submit quarterly achievements against physical and financial targets fixed at the time of registration, along with scanned copies of certificates issued by the project architect, engineer and chartered accountant. They also upload photographs and videos as proof of on-site progress.

Under the planned UP-RERA 2.0 web portal, architect, engineer and chartered accountant certificates will be submitted directly by the respective professionals.

Quarterly achievement against targets will then be generated from this certified data instead of being entered separately by the promoter.

The authority said the measure is aimed at ensuring accuracy of project progress records and making project information more transparent and up to date before data is migrated to the UP-RERA 2.0 portal.

Since the existing portal and the 2.0 portal follow different formats for targets and achievements, promoters have been asked to ensure that their architects, engineers and chartered accountants submit statutory certificates digitally through the new facility from the September 2026 quarter.

Promoters will continue to submit quarterly achievements in the current format on the existing portal until the 2.0 portal goes live.

The data captured through digital certificates during the transition period will be used to compute fresh quarter-wise targets for every project when the new portal is launched.

UP-RERA is also setting up two help desks, one at its headquarters in Lucknow and the other at its regional office in Greater Noida, to assist promoters and professionals with certificate submission and project data updates.

The support will be provided telephonically as well as through personal interaction.

The authority said a detailed direction-cum-standard operating procedure will be issued separately for filing digitised certificates and migration of registered projects to the UP RERA 2.0 web portal.

Sanjay R. Bhoosreddy, chairman, UP-RERA, said the objective is to make project-related information more transparent, accurate and updated. “The digital submission of certificates by architects, engineers and chartered accountants, duly authenticated through their digital signatures, will ensure the availability of professionally certified and reliable information on the progress of every project,” he said.
