UP-RERA Secures ₹2,040 Crore Relief for Homebuyers in Landmark 2025 Resolution, ETRealty


NEW DELHI: The Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) has facilitated relief of ₹2,040 crore to homebuyers through a combination of recovery proceedings, mutual settlements and conciliation mechanisms, resolving more than 11,300 long-pending cases involving properties valued at ₹5,920 crore up to the end of 2025.

A large number of complaints were filed before UP-RERA benches under Section 31 of the RERA Act, primarily relating to delayed possession, refunds and interest claims. Following hearings, recovery certificates (RCs) were issued against defaulting promoters, enabling district administrations to initiate recovery proceedings. Of the 6,018 RCs issued, ₹1,505 crore was recovered through legal enforcement and transferred directly into the bank accounts of allottees.

Sanjay Bhoosreddy, chairman of the authority said, “Wherever promoters delayed possession and payments unjustifiably, strict legal action was taken—Recovery Certificates were issued, and the recovered amounts were directly transferred into the allottees bank accounts. At the same time, wherever settlement was possible, disputes were resolved through dialogue and mutual consent.”

In addition, in 1,734 cases where RCs had been issued, promoters paid ₹535 crore to homebuyers after arriving at mutual settlements, avoiding coercive recovery. Together, these actions resulted in payments of ₹2,040 crore to allottees across 7,752 cases.

Alongside recovery actions, the authority increasingly relied on mutual settlement and conciliation mechanisms to expedite dispute resolution. During hearings, promoters and allottees in several cases reached negotiated agreements, which were formally recorded on the RERA portal and formed the basis for disposal of cases. Through such settlements, disputes involving 3,073 allottees and properties worth ₹1,872 crore were resolved.

The Conciliation Forum set up by UP-RERA played a key role in resolving disputes without prolonged litigation. The forum brings together allottees, promoters, representatives of their associations and a RERA-appointed conciliator to facilitate structured dialogue. Using this mechanism, disputes involving 1,617 allottees and properties valued at ₹648 crore were settled.

Separately, voluntary compliance by promoters with RERA orders led to the resolution of 6,610 cases involving properties worth ₹3,400 crore, without the need for execution proceedings. In these instances, settlement agreements were uploaded on the RERA portal and cases were closed accordingly.

Overall, UP-RERA resolved 11,300 cases through a mix of enforcement, conciliation and negotiated settlements, covering properties valued at ₹5,920 crore.
