PATNA: The efforts of the Real Estate Regulatory Authority (RERA), Bihar, to ensure the refund of money of aggrieved homebuyers have finally started paying dividends.
A sum of Rs 14.23 lakh was recently refunded by an erring promoter to two homebuyers in the cases which were transferred to the Patna district administration for recovery of amount under relevant provisions of the Bihar and Orissa Public Demand Recovery Act (PDRA), 1914.
The Act gives wide powers to certificate officers to confiscate the property of erring persons and also to issue warrants against them.
The fact came to the fore on Friday during a meeting convened by the RERA Bihar chairman Vivek Kumar Singh in which officials of the district administration dealing with those PDRA cases took part. The purpose of the meeting was speedy disposal of the PDRA cases having been referred to the district administration by the authority. Most such cases are those in which the erring promoters have failed to refund the money of aggrieved homebuyers.
RERA Bihar member Sri S D Jha and other senior officials of the authority also participated in the meeting.
Sharing the details, Patna district special officer rationing Manoranjan Kumar said, “While a sum of Rs 7.38 lakh was refunded by Aryavart Lifespaces Private Limited to Kiran Sharma, the same promoter refunded Rs 6.85 lakh to Sudhir Sharma. Both the homebuyers have informed that they have got the refund and hence the cases have been disposed of accordingly.”
After briefing the participants about the main purpose of convening the meeting, the RERA chairman said that the authority also wanted to develop a system by which monitoring of PDRA cases could be done at its end. And also figures could be collated regarding the recovered amount, issuance of warrants, etc.
It was decided that a mobile application would be developed for this work and the district administration personnel engaged in entering the case progress report, would provide the related data online. “We stand for recovering the money of the aggrieved homebuyers and regular tracking of cases will help in meeting the goal,” Singh said.
During the meeting, the special officer rationing also informed that the process to auction of about 27 ‘kattha’ of land of Agrani Homes Pvt Ltd was set to commence after June 15 and it would be done using the e-proc platform to ensure complete transparency in the bidding process.
“The land of Agrani Homes Pvt Ltd, located in Dhawalpura locality of Patna, has been confiscated by the RERA and after completing all the formalities, the piece of land was handed over to the district administration for its auctioning. The proceeds of auctioned land would be distributed among aggrieved homebuyers,” said the RERA chairman.
He further announced that the authority was also working on a proposal to have its certificate officer dispose of the public demand recovery cases at a faster pace.
The authority, at present, refers these cases to the district administration and so far about 800 such cases have been referred.
